His Highness Sheikh Sultan bin Muhammad bin Sultan Al Qasimi, Crown Prince and Deputy Ruler of Sharjah and Chairman of the Executive Council, in the presence of His Highness Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council, chaired the meeting of the Council that was held this morning using remote video communication.
After approving the minutes of the previous session, the council discussed a number of issues and discussed proposals that are in the interest of the emirate, taking appropriate decisions and recommendations regarding it..
Sheikh Fahim bin Sultan Al Qasimi, Head of the Governmental Relations Department and Chairman of the Higher Committee for Digital Transformation, reviewed the efforts made by the Committee in cooperation with the competent authorities to provide high-quality technical infrastructure to keep pace with the great development of the emirate, and to provide the best and fastest government services.
The Council approved the committee’s proposal to provide a database between the local and federal entities related to those entitled to social security in the country, in a way that contributes to speeding up and facilitating government work procedures..
The Council issued Resolution No. (17) for the year 2020 AD to amend the Executive Council Resolution No. (17) for the year 2017 AD regarding the executive regulations of Law No. (6) for the year 2015 AD regarding human resources for the Emirate of Sharjah.
The decision stipulated that the texts of the first paragraph of Article No. (74) of the Executive Council Resolution No. (17) of 2017 regarding the executive regulations of Law No. (6) For the year 2015, referred to in the following texts:
First: sabbatical leave:
1- The government agency may grant the citizen employee an exceptional sabbatical leave with a comprehensive salary, in order to carry out any work or tasks related to participation in the fields of national teams, competitions, sporting activities, social or cultural programs or the like that are not directly related to the work of the government agency that works The employee has it, upon the request of the official authorities concerned in those areas and for the period that it determines.
2- The citizen employee deserves the leave according to what is regulated by the decision of the Council of Ministers regarding sports full-time licenses and the like, or according to the decisions and circulars issued by the Executive Council.
3- The employee must have the qualifications, specialized experience, skills or talents in the fields mentioned in item No. (1) of first of this article.
4- It is not permissible to license this leave except after the employee has successfully passed the probationary period.
5- The leave period may be extended at the request of the employee, and he must attach a report on the work that was done in the previous period and the work that will be done during the extension period.
6- The leave period is counted as part of the employee’s service period, and the period of periodic leave balance is not counted for the duration of the discharge leave from the government agency that he is affiliated with.
7- It is excluded from the above mentioned items, and upon the request of the department, the government agency may grant the employee an exceptional sabbatical leave with a comprehensive salary in the period of crises and disasters, in order to carry out any work or tasks related to volunteering at the request of the official authorities in the country and according to the periods determined by those authorities, provided that a period is calculated Leave is part of the employee’s service period and he is credited with a periodical leave balance for the leave period from the government agency that he is affiliated with.
8- The employee must fill in a full-time leave form in accordance with Form No. (11) regarding the following leave request for Article No. (66) of these regulations, along with attaching the request of the competent authority requesting for discharge and attaching the decision or circular related to that.
Among the new developments on the agenda of the session, the council blessed the Sharjah International Airport obtaining silver accreditation for the category of green airports for the year 2020 by the International Airports Council, after the airport adopted a number of green initiatives that contribute to preserving the environment and applying the highest standards of sustainability.
Ali bin Salem Al Midfa, Chairman of Sharjah International Airport Authority, pointed out that the airport’s participation centered on “water management, improving its quality and recycling in line with international environmental standards,” explaining that work was done to design, build and operate a sewage treatment plant at Sharjah Airport to treat large quantities of Water has minimal impact on the environment.
The Council directed the Human Resources Department to work on setting the executive plan for the gradual return of employees to their workplaces in accordance with the best procedures for prevention, health and safety, while conducting checks for all employees to ensure their safety before starting work, and issuing plans and guidelines necessary to implement this, stressing that community health is a top priority for the government.
